October 29, 2026 / SemiMedia / — Solidigm, the US subsidiary of SK hynix, is discussing a proposed $45 billion US chip factory with the Commerce Department, according to Bloomberg reports citing people familiar with the talks. The proposal links a potential US manufacturing investment to permission to upgrade the company’s NAND flash plant in Dalian, China.
Solidigm wants approval to ship new chipmaking equipment to Dalian before committing to the US project. The company has told US officials that additional revenue from the upgraded facility could help finance the American plant, while technology deployed in Dalian could later be transferred to the new site.
The proposed US investment could eventually approach $100 billion, according to the reports. New York is among the locations considered, and construction could begin as early as 2027. Neither a final site nor an investment decision has been announced.
A Solidigm spokesperson confirmed that the company is exploring options for a NAND wafer fabrication plant at potential locations worldwide, but said no specific course of action has been decided.
The discussions follow the suspension of Solidigm’s proposed initial public offering, which had been considered as a source of funding for expansion. The reported US factory plan remains under discussion, with equipment export approvals and financing arrangements still to be resolved.
