SIA: AI export controls could weaken U.S. semiconductor competitiveness

January 10, 2025 /SemiMedia/ — The Semiconductor Industry Association (SIA) issued a statement regarding the Biden administration's proposed interim final rule titled the "Export Control Framework for Artificial Intelligence Diffusion." The SIA warned that this regulation might impose global restrictions on the export of advanced integrated circuits and introduce burdensome licensing requirements.

While the SIA and its member companies share the U.S. government's commitment to national security, the association expressed deep concerns about the unprecedented scope and complexity of the proposed regulation. According to the SIA, the lack of industry consultation could severely undermine the United States' leadership and competitiveness in semiconductor technology and advanced AI systems.

The SIA urged the government not to implement significant policy changes without meaningful engagement with the industry. It called for the release of a draft rule or for deferring the policy-making process to ensure adequate deliberation by government, industry leaders, and international partners.

The SIA concluded, "We stand ready to collaborate with the U.S. government to achieve its national security objectives in a targeted manner while ensuring that our companies can continue to compete and succeed globally."
